By Illinois state law (625 ILCS 5/4-203) Any personal property belonging to the vehicle owner in the vehicle shall
be subject to a possessor lien for towing services provided, excepting items defined by law. Personal property
within or upon towed vehicles must be released to the vehicle owner upon demand after the owner has satisfied
